더불어민주당 전남·광주통합특별시장 후보인 민형배(광주 광산구을)이 20일 한식 산업의 체계적 육성과 전문 인력 양성을 위한 ‘한국한식대학교 설치법안’을 대표 발의하며, 전남·광주를 중심으로 한 K-푸드 산업 대전환 구상을 공식화했다.

민 의원은 “지금 세계는 K-컬처를 통해 한국을 만나고 있고, 그 중심에는 언제나 음식이 있다”며 “한식은 더 이상 유행이 아니라 산업이자 국가 경쟁력”이라고 강조했다.

이번 법안에 따르면 한국한식대학교는 농림축산식품부 소속 특수법인 대학으로 설립되며, 본부는 전남·광주통합특별시에 두는 것을 원칙으로 한다. 국가와 공공기관의 지원 아래 교육·연구·산학협력을 통합한 한식 전문 고등교육기관으로 운영될 예정이다.

특히 이번 구상은 단순한 대학 설립을 넘어 지역 산업 구조를 재편하는 전략적 프로젝트로 주목된다. 민 의원은 “그동안 지역은 식재료를 공급하고, 기준과 브랜드는 외부가 가져가는 구조였다”며 “이제는 생산지인 전남·광주가 한식의 기준을 만들고 산업과 인재를 동시에 키워야 한다”고 밝혔다.

한국한식대학교는 특정 캠퍼스에 국한되지 않고 중남권 전체를 하나의 교육·연구·실증·산업 현장으로 연결하는 ‘분산형 네트워크 모델’로 추진된다. 이를 통해 농업·수산업·식품가공·바이오·관광·외식·수출을 아우르는 K-푸드 산업 생태계를 구축한다는 계획이다.

교육 분야에서도 기존 조리 중심 교육을 넘어 식재료·발효·영양·건강 등 기초 학문부터 푸드테크, 기능성 식품, 외식 경영, 관광, 브랜드, 수출 전략까지 포괄하는 통합형 고등교육·연구 플랫폼으로 설계된다. 아울러 국제 교육기관 및 글로벌 네트워크와 연계한 협력 모델도 함께 추진된다.

민 의원은 “한국한식대학교는 청년 일자리와 지역 산업, 먹거리 주권까지 함께 바꾸는 정책”이라며 “농어민은 더 높은 부가가치를 얻고, 청년은 지역에서 배우고 창업하고 정착할 수 있는 구조를 만들겠다”고 밝혔다.

이번 법안이 국회를 통과할 경우, 전남·광주통합특별시는 AI·에너지 산업에 이어 K-푸드 산업까지 결합한 ‘복합 성장 거점’으로 도약할 수 있을지 주목된다.

Min Hyung-bae, a member of the National Assembly and candidate for the Jeonnam–Gwangju Integrated Special City (Gwangsan-gu, Gwangju), announced on the 20th that he has introduced the “Korean Cuisine University Establishment Act,” aimed at systematically fostering the Korean food industry and cultivating professional talent. The initiative outlines a comprehensive transformation strategy positioning Jeonnam–Gwangju at the center of the K-food industry.
Rep. Min emphasized, “The world is encountering Korea through K-culture, and at its heart is always food,” adding, “Korean cuisine is no longer a trend—it is an industry and a core element of national competitiveness.”
According to the bill, the Korean Cuisine University will be established as a special corporation under the Ministry of Agriculture, Food and Rural Affairs, with its headquarters to be located in the Jeonnam–Gwangju Integrated Special City. It will operate as a specialized higher education institution for Korean cuisine, integrating education, research, and industry-academia cooperation with support from the government and public institutions.
The proposal is drawing attention as more than just an educational initiative—it is seen as a strategic project to restructure the regional industrial ecosystem. Rep. Min stated, “Until now, regions have supplied raw ingredients while standards and branding were controlled elsewhere. It is time for Jeonnam–Gwangju, as a production base, to set the standards of Korean cuisine and simultaneously nurture both industry and talent.”
The university is designed as a “distributed network model,” not confined to a single campus but connecting the entire central-southern region into a unified platform for education, research, demonstration, and industrial application. Through this, it aims to build a comprehensive K-food ecosystem encompassing agriculture, fisheries, food processing, bio industries, tourism, dining services, and exports.
In terms of education, the institution will go beyond traditional culinary training to cover foundational disciplines such as ingredients, fermentation, nutrition, and health, as well as advanced fields including food tech, functional foods, restaurant management, tourism, branding, and export strategies. It will also pursue partnerships with international institutions and global networks.
Rep. Min added, “The Korean Cuisine University is a policy that will transform youth employment, regional industries, and food sovereignty. It will create a structure where farmers and fishermen gain higher added value, and young people can learn, start businesses, and settle in the region.”
If the bill passes the National Assembly, the Jeonnam–Gwangju Integrated Special City is expected to gain momentum as a “composite growth hub,” combining AI and energy industries with the K-food sector.
