“AI가 피부를 진단하고, 바이오가 답한다”… 전남도, 메디뷰티 산업 ‘초광역 도약’ 시동

전라남도가 인공지능(AI)과 바이오소재를 결합한 차세대 메디뷰티 산업 육성에 본격 나선다. 단순한 화장품 산업을 넘어 ‘데이터 기반 맞춤형 뷰티 산업’으로의 전환을 선언한 것이다.

전남도는 강원특별자치도, 제주특별자치도와 공동으로 추진한 ‘초광역 협력기반 메디뷰티 소재 및 AI 피부진단·분석 플랫폼 개발사업’이 산업통상자원부의 ‘2026년 메가시티 협력 첨단산업 육성지원(R&D)’ 공모에 최종 선정됐다고 밝혔다.

이번 사업은 초광역권 발전계획에 따라 지역 간 산업 자원을 연결하고, 이른바 ‘5극 3특’ 구조 속에서 융합바이오 분야 협력 모델을 실질적인 산업 프로젝트로 구현한 사례다. 지역 단위 경쟁을 넘어 권역 단위 산업 생태계 구축으로 방향이 이동하고 있다는 점에서 의미가 크다.

총 사업비는 66억 원 규모로, 이 가운데 국비 46억 원이 투입된다.
사업 기간은 2026년부터 2027년까지다. 전남·강원·제주가 각자의 강점을 결합해 공동으로 추진하며, 연구개발과 산업화까지 연결하는 구조로 설계됐다.

핵심은 ‘데이터 기반 개인 맞춤형 메디뷰티’다.
주요 사업 내용은 ▲지역특화 바이오소재를 활용한 고기능성 메디뷰티 소재 개발 ▲피부 데이터 표준화 및 실시간 통합관리 플랫폼 구축 ▲개인별 피부 상태에 맞는 최적 소재를 추천하는 AI 모델 개발 등이다.

특히 전남은 바이오소재 분야에서 핵심 역할을 맡는다. 전남지역산업진흥원과 전남바이오진흥원, 동신대학교 산학협력단, ㈜바이오에프디엔씨 등이 참여해 피부 마이크로바이옴 개선 기술과 파이토케미컬 기반 펩타이드 소재 개발, 데이터 플랫폼 구축을 추진할 계획이다.

이는 단순 연구개발을 넘어 산업 생태계 전반을 바꾸는 시도다. 기존 뷰티 산업이 ‘제품 중심’이었다면, 이번 사업은 ‘데이터-진단-소재-처방’으로 이어지는 구조를 지향한다.
AI가 피부를 분석하고, 바이오소재가 해결책을 제시하는 ‘정밀 뷰티 산업’으로의 전환이다.

산업적 파급력도 크다.
피부 진단 서비스, 맞춤형 화장품, 기능성 소재 산업까지 연계되며 지역 기업의 기술 경쟁력과 시장 진출 기회를 동시에 확대할 것으로 기대된다. 특히 글로벌 뷰티 시장이 개인화·고기능성 중심으로 빠르게 재편되는 상황에서, 이번 사업은 전남이 기술 기반 경쟁력을 확보하는 중요한 분기점이 될 전망이다.

김기홍 전남도 전략산업국장은 “이번 사업은 전남 바이오소재 산업을 한 단계 끌어올리고, AI 기반 메디뷰티 산업 경쟁력을 강화하는 계기가 될 것”이라며 “초광역 협력을 통해 글로벌 시장 진출 기반까지 확보하겠다.”고 밝혔다.

이번 프로젝트는 단순한 지역 사업이 아니다.
AI, 데이터, 바이오가 결합된 새로운 산업 표준을 누가 먼저 선점하느냐의 문제다.
전남이 그 출발선에 섰다.

Jeollanam-do (South Jeolla Province) is taking a full-scale step toward fostering a next-generation medibeauty industry that combines artificial intelligence (AI) with bio-based materials. This marks a shift beyond traditional cosmetics toward a “data-driven, personalized beauty industry.”
The province announced that its jointly proposed project with Gangwon Special Self-Governing Province and Jeju Special Self-Governing Province—titled “Development of Medibeauty Materials and AI-Based Skin Diagnosis and Analysis Platform Based on Mega-Regional Cooperation”—has been selected for the Ministry of Trade, Industry and Energy’s “2026 Mega-City Collaborative Advanced Industry Development (R&D)” program.
This project is designed to connect regional industrial resources under a mega-regional development framework and to materialize a cooperative model in the convergent bio sector within the so-called “5 Poles, 3 Special Zones” strategy. It signifies a strategic shift from competition among individual regions to the construction of a broader, integrated industrial ecosystem.
The total project budget amounts to KRW 6.6 billion (approximately USD 5 million), including KRW 4.6 billion in national funding. The project will run from 2026 to 2027, with Jeonnam, Gangwon, and Jeju collaborating by leveraging their respective regional strengths. It is structured to link research and development directly to industrialization.
At the core of the initiative is “data-driven personalized medibeauty.” Key components include:
Development of high-performance medibeauty materials based on region-specific bio resources
Establishment of standardized skin data and a real-time integrated management platform
Development of AI models that recommend optimal beauty materials tailored to individual skin conditions
Jeonnam, in particular, will play a central role in the bio-materials sector. Participating institutions include the Jeonnam Regional Industry Promotion Agency, Jeonnam Bioindustry Foundation, Dongshin University Industry-Academic Cooperation Foundation, and BioFD&C Co., Ltd. They will focus on improving skin microbiomes, developing phytochemical-based peptides, and building the data platform.
This initiative goes beyond simple R&D—it aims to transform the entire industrial ecosystem. While the traditional beauty industry has been product-centered, this project envisions a new structure linking “data–diagnosis–materials–prescription.” It represents a transition to a precision beauty industry where AI analyzes the skin and bio-materials provide tailored solutions.
The industrial ripple effects are expected to be significant. From skin diagnosis services to customized cosmetics and functional materials, the project is likely to enhance the technological competitiveness of local companies and expand their access to global markets. As the global beauty market rapidly shifts toward personalization and high functionality, this initiative is expected to serve as a key turning point for Jeonnam to secure technology-driven competitiveness.
Kim Gi-hong, Director General of the Strategic Industry Bureau of Jeonnam Province, stated, “This project will elevate Jeonnam’s bio-material industry to the next level and strengthen the competitiveness of AI-based medibeauty. Through mega-regional cooperation, we aim to establish a foundation for global market expansion.”
This is not merely a regional project.
It is a race to define the new industrial standard where AI, data, and bio converge.
Jeonnam has now stepped onto that starting line.
