전남·광주 통합특별시장 경선이 막판 분수령에 접어든 가운데, 민형배 후보 측 ‘민심캠프’가 강도 높은 대국민 호소에 나섰다.
‘이익동맹 심판’과 ‘시민주권정부 수립’을 전면에 내세우며 사실상 결선 투표를 앞둔 총력전을 선언한 것이다.
민심캠프 최형식 총괄선대위원장과 김승휘 상임선대위원장은 13일 긴급 호소문을 통해 “전남·광주 통합을 시민주권으로 완성해 달라”며 시민 선택을 강하게 요청했다.

■ “이번 선거는 체제 선택”… 시민주권 vs 기득권 충돌
최형식 총괄선대위원장은 이번 경선을 단순한 인물 경쟁이 아닌 ‘체제 선택’으로 규정했다.
그는 “이번 경선은 시민주권정부로 나아갈 것인지, 기득권의 이익동맹으로 회귀할 것인지를 가르는 중대한 선택”이라며 “통합특별시는 시민이 주인이 되는 새로운 정치 실험이어야 한다.”고 강조했다.
특히 민형배 후보의 비전을 “시민의 목소리가 곧 정책이 되는 ‘시민주권정부’”로 규정하며, “특별시정부는 시민 권한을 실질적으로 구현하는 플랫폼이 되어야 한다.”고 밝혔다.

■ 상대 진영 ‘이익동맹’ 직격… “명분도, 비전도 없다”
민심캠프는 상대 후보 진영의 인적 결합을 ‘이익동맹’으로 규정하며 강하게 비판했다.
최 위원장은 “과거 서로를 강하게 비판하던 인사들이 정책적 공감 없이 결합했다”며 “그 공통분모는 시민이 아닌 ‘이익’뿐”이라고 직격했다.
이어 “성과 없이 평가받은 인물과, 과거 자격 논란을 제기하던 인사가 규칙까지 어겨가며 결합한 것은 명분이 아닌 이해관계의 산물”이라며
“이런 구조로는 통합 시너지를 기대할 수 없다”고 지적했다.
또한 “상대 진영 인사 구성 어디에서도 정책·가치·시민 삶에 대한 비전은 보이지 않는다.”며 “결국 특정 세력 중심의 권력 결합일 뿐”이라고 비판 수위를 끌어올렸다.

■ “통합 성공 3대 조건”… 인물·가치·리더십 전면 교체
민심캠프는 전남·광주 통합특별시의 성공 조건으로 ▲인물 교체 ▲가치 중심 인적 구성 ▲새로운 리더십을 제시했다.
최 위원장은 “지금의 시대정신은 명확하다. 인물 교체를 요구하고 있다”며 “전국적으로 현역 교체 흐름이 이어지는 상황에서 전남·광주도 변화의 중심에 서야 한다.”고 강조했다.
이어 “사람이 곧 정부의 정체성”이라며 “정책과 가치, 시민주권 원칙 위에서 인적 구성이 이뤄져야 한다.”고 밝혔다.
또한 “원칙 없는 결합으로는 새로운 특별시의 미래를 열 수 없다”고 재차 강조했다.
리더십 교체 필요성에 대해서도 “새 술은 새 부대에 담아야 한다”며
“과거 방식과 인물로는 통합의 성과를 기대할 수 없다”고 직격했다.

■ “하루 남았다”… 총력 호소
최형식 총괄선대위원장은 “전남·광주 통합은 낡은 질서를 깨는 역사적 과제”라며 “사람이 바뀌지 않는 통합은 성공할 수 없다”고 단언했다.
이어 “이제 선택의 시간이 하루 남았다”며 “시민의 힘으로 이익동맹을 심판하고 시민주권정부를 세워 달라”고 호소했다.

끝으로 “민형배 후보는 통합의 가치를 시민주권으로 완성하고, 새 정부의 든든한 버팀목이 될 것”이라며 “시민의 선택을 부탁드린다.”고 밝혔다.

Framing the election around “judging an alliance of interests” versus “establishing a people-centered sovereign government,” the camp has effectively declared an all-out push ahead of the final vote.
On the 13th, General Election Committee Chair Choi Hyung-sik and Standing Committee Chair Kim Seung-hwi released an emergency statement, urging voters to “complete the integration of Jeonnam and Gwangju through people’s sovereignty.”
■ “This Election Is a Systemic Choice”… People’s Sovereignty vs. Entrenched Interests
Choi Hyung-sik defined the election not as a simple contest between individuals, but as a fundamental “choice of system.”
“This primary will determine whether we move toward a people-centered sovereign government or revert to an alliance of vested interests,” he said.
“The integrated special city must be a new political experiment where citizens are the true owners.”
He described Min Hyung-bae’s vision as “a government where citizens’ voices directly become policy,” adding,
“The special city government must function as a platform that fully realizes citizens’ sovereignty.”
■ Direct Criticism of Rival Camp as ‘Alliance of Interests’
“No Justification, No Vision”
The Minsim Camp strongly criticized the opposing camp’s coalition, labeling it an “alliance of interests.”
“Figures who once harshly criticized each other have now come together without any policy consensus,” Choi said.
“Their only common denominator is not the people, but ‘interests.’”
He further argued,
“The alliance between individuals lacking tangible achievements and those who previously questioned each other’s qualifications—now even bending party rules—reflects not principle, but convenience.”
“This kind of structure cannot produce meaningful synergy for integration,” he added.
He also emphasized,
“There is no visible vision for policy, values, or citizens’ lives in the opposing camp’s lineup,”
concluding that “this is ultimately a power alliance centered on specific interests, not the public.”
■ “Three Conditions for Successful Integration”
Full Replacement of Personnel, Values, and Leadership
The campaign outlined three key conditions for the success of the integrated special city:

“The spirit of the times clearly demands a change in leadership,” Choi stated.
“As incumbent replacement trends spread nationwide, Jeonnam and Gwangju must also move to the forefront of change.”
He continued,
“Personnel composition defines the identity of the government,”
stressing that “people must be brought together based on policy, values, and the principle of people’s sovereignty.”
He reiterated,
“Without principled alignment, a new future for the special city cannot be opened.”
On leadership reform, he added,
“New wine must be put into new wineskins,”
warning that “past figures and outdated methods cannot deliver successful integration.”
■ “One Day Left”… Final Appeal to Voters
Choi concluded,
“The integration of Jeonnam and Gwangju is a historic task that must break outdated systems.”
“Integration without change in people cannot succeed.”
“With only one day left, we urge citizens to judge the alliance of interests and establish a government of people’s sovereignty through their vote.”
He closed by saying,
“Candidate Min Hyung-bae will complete the value of integration through people’s sovereignty and serve as a strong pillar for the new government,”
and asked for “the citizens’ support and choice.”
